Texts are (1) adopted laws (“Laws”, “Acts”); (Two) Bills (legislation proposed but not yet adopted); (Three) implementing instruments (“rules”, “regulations”, “procedures”, by(e)-laws” etc.) all of which we call “Regulations”.
